You are charged for what your apps actually use, drawn from a prepaid credit balance. Deploying is free and unlimited on every plan, however many times a day you do it.

Your credit is a single balance, shared by all three, so a dollar spent on storage is a dollar not spent on compute or email.
The rates are easy to compare. What they do over a month is not, because the three are charged at different moments.
Credit is prepaid. Every plan includes a monthly credit allowance, and metered usage is drawn from it as it happens. Nothing is charged to a card automatically unless you turn on auto-recharge, so you decide when to add more.
Open Billing in the console to see your balance, what you have spent this month, and a daily breakdown by compute, storage, and email. You can buy credit at any time, turn on auto-recharge to top up automatically when the balance runs low, and set a monthly spend limit.
Plans differ in three things: how much monthly credit they include, how many people can join your organization, and whether you can put your app on your own domain. Everything else is the same on every plan, including unlimited deploys, a database, and file storage. See Compare the plans for the current amounts.
If paid access ends, an active custom domain keeps routing for 7 days and is then paused rather than deleted. It reconnects automatically when paid access returns, as long as its DNS records stay in place. See Custom Domain for the full flow.
